In the 60s marijuana had just caught on as a "mainstream" illegal drug, and has stayed that way since. Over those years you've had growers constantly breeding pot plants to increase their THC saturation. 40 years of genetic manipulation has made pot more potent than it has ever been.
THC and other canabinoids are in no way toxic. There are only three carcinogens in smoked marijuana (don't know their names), and they only appear at combustion. So, if you eat brownies or use a nice vaporizer it is absolutely, 100% safe. High THC content is actually less toxic in smoked marijuana because it allows you to get higher while smoking less, and therefore ingesting fewer carcinogens.
