edit: since you haven't even been to India, you really can't argue with me on what goes on in major cities there. I've been there twice this year. Again, it will depend on what class of places you go to and if you are in major cities or not. I cannot comment on rural areas, or very lousy establishments. If the person you talked to went along time ago, went to lousy establishments, or went to rural areas, she can be correct, I cannot comment on that. but 90% of decent places in metropolitan areas do not have this problem. 90% of where business people go, travellers go (unless you talk about bohemian backpacker types), and middle class and above people do not have this problem.

Nice made-up on the spot statistics. I haven't been to India. The one person that talked about this situation to me that has gone to India painted a quite different picture. It was nowhere near 90% using TP. MAYBE 50% and that's being generous based on what she told me.
9/10 (90%) leaving the restroom without washing? No. I agree it's a problem but it's nowhere near that much. I'd say it's somewhere between 25% and 50% when pissing and maybe 5% when crapping.
