In a corporate setting where security is an issue to the business there is a reason for intense security. I pitty any business network that you admin, it wouldnt' suprise me if you got fired for being a control freak or having your coworkers do something incredibly mean to you for being an asshole. Have you considered how hard it must be for her to live with someone other than her parents? She is probably reaching out on the internet because she is lonely. Address her loneliness and she won't need that outlet.
No serious limits were placed because my parents are used to raising kids with common sense. And there are no computers with no internet connection - all the remaining machines are Windows boxen on the domain with ICS access to one of the two dialup lines. Someone else is welcome to help her, assuming she is NOT in the "driver's seat." She broke the trust and has to deal with the consequences now.

All you can really do is explain to her the dangers of the internet and make her aware of the predators. Educate her to be wary and not overly trusting. The internet is out there and she's going to have access not matter what you do (Im pretty sure Jr High kids have ample internet access in the labs and librarys now, or she could just go to a friends house). Good point, and I think he was a little harsh, but above all, I think she needs to truly understand the dangers of giving out your address to someone you meet online.
