I think the point is that Bushistas created a policy perspective aka "How to invade a sovereign country while pretending to be righteous" and then proceded to "find, refine, massage, stretch, obfuscate" any and all available information to justify the policy.

Members of the Bush administration said things that they couldn't possibly know to be true or not . . . yet they said them as if they were true.
Bush gets the benefit of a doubt for two reasons:

2) Most people don't want to believe their President is a moron or a liar . . . unless of course they didn't vote for him.

So when they say that he selectively looked at intelligence and dismissed "Solid" (65,000 pages) of evidence, wouldn't take NO for an answer and then went before the American public and gave WMD stories and nuclear reports that had been totally dismissed by the intelligence findings, then it's not a lie?
