I opened it and inside were a dozen pictures of two young females, definitely under age, probably about 14-15 years old, engaged in some kissing and fondling of each other. They were fully clothed.

Are the pictures legal or are they not? Are they porn or are they not? If they are legal and not porn, then this situation really is no different than if you found his vacation pictures or some other harmless photos.

What would you do if you found personal material that was not sexual in nature?

If you're uncomfortable, you turn it in to your manager. If you feel there's undue influence on the situation from your manager (like he/she is friends or "in on the joke"), then you go to HR yourself.

HR will probably assign it like a case, ask questions and take a statement from you, etc... Your involvement should be kept confidential. HR will investigate and handle the rest.

I doubt the head of HR is good enough of a friend to cover for the guy, and retaliation is against the law.

If you feel uncomfortable and/or that not doing anything will leave your own ass on the line, you absolutely should go up the chain with it.

How could you obviously tell they're 14-15? Many 14-15 yr olds don't look very different from 18, and many 18yr olds don't look very different from 14-15 yo.
Leave it alone. It's not illegal anyways.

Doesn't matter what's legal and what's not.

Matters what's allowed and not allowed by a Corporate IT Policy.

If the OP feels uncomfortable with the images seen on the laptop, this is ALL THAT MATTERS from an HR Standpoint.
