SACRAMENTO, Calif. (AP) -- California voters will decide whether to legalize recreational marijuana use for adults, after the secretary of state on Wednesday certified the initiative for the November ballot.

It would become the first state to legalize recreational marijuana if the proposition is approved. Marijuana use is legal for medicinal purposes in California and 14 other states, but the drug is illegal under federal law.

Secretary of State Debra Bowen certified that the petitions seeking to place the question on the ballot had more than 433,971 valid voter signatures, the minimum number needed to qualify.

If approved, the initiative would allow those 21 years and older to possess up to one ounce of marijuana, enough to roll several marijuana cigarettes. Residents also could cultivate the plant in limited quantities.

Local governments would decide whether to permit and tax marijuana sales.

''The tide has turned,'' said Dan Newman, a strategist with the campaign backing the measure. ''The combination of the broken budget and dysfunctional cannabis laws have created the perfect storm for this initiative to pass in November.''

Opponents refer to marijuana as a gateway drug, meaning its use is believed to lead young people to try other, harder drugs. They worry that legalization would persuade more people to try it, worsening the nation's drug culture.

''How can our kids say no when the adults around them are saying yes?'' asked Aimee Hendle, a spokeswoman for Californians for Drug Free Youth.

Stephen Gutwillig, California director for the Drug Policy Alliance, said certification of the ballot initiative marks a watershed moment in the decades-long struggle.

''Banning marijuana outright has been a profound disaster, fueling a massive, increasingly brutal underground economy, wasting billions in scarce law enforcement resources and making criminals of countless law-abiding citizens,'' he said.

I am not a pot smoker, but I wish this would pass here in NYC. I'd love to be able to light some hash and smoke with some pothead guys I know and not worry about some cop accidentally shooting me.

I, for one, think this is awesome.

1) The article said they certified the initiative for the ballot...so won't it make it automatically?

2) I think they will say "Fuck yeah!". I hope so at least, show everyone that those "opponents" have been fearmongering all along.

3) Obama? ...Considering the conservatives haven't helped him on any front at all his entire presidency and it is mostly them who are against this measure...I think he'll say "Fuck off, haters."

Anyway out of staters can help stuff the ballot in favor?

Main reason to do this expect obvious personnel freedom issue is about 40% of people are in jail for drugs. Very expensive. Then the drug war and all it's violence and cost to society.

<Never liked weed two times I tried it. Hallucinogens is another story entirely:) Gateway is BS I moved straight to the good stuff.

Definitely going to get off my ass and help the campaign for this to pass. If anything, pot is one of the few things young republicans and liberals alike can agree on. The only people that will be opposed to this bill will probably be old farts and simpletons.

Putting this sticker on your car immediately lowers the resale value to $0. Most of the stoners I know are very apathetic toward getting important things done. Don't worry about changing the oil, I'll do it tomorrow, or maybe the day after, or maybe in June, I don't know.

Sadly police will probably be targeting anyone that has this sticker on their car.

Nope. It means I enjoyed the movie from which the picture was taken. ;)

I have never smoked pot, but look forward to the day when prohibition is finally brought to an end.

Ah OK, had to google that one (Pumping Iron).

I haven't smoked pot myself for about 15 years. Decided I was done with it for good. However, if this passes I may just have to light up one last, celebratory joint, for old times sake. The only legal joint I'll ever smoke.
