Even still, I highly doubt Clemens would be pardoned by Bush before a trial. Clemens #1 concern is protecting his image and entering the Hall of Fame. In the eyes of the public, a pardon is equal to a conviction, and his image would be destroyed forever and he would never get past the sportswriter voting.
McGwire is likely never going to the Hall, thus we'd have to believe a pardoned Clemens would have no chance either.
