For basic necessities like water, I think that's pretty reasonable.
I hate to tell you this, but water isn't hard to find. It's just not. Walk into any pubic building and you'll find toilets, water fountains, etc. Shelters provide it, along with a number of other things.
Hell, you can walk into a fast food restaurant and buy a large water for $0.25.
The issue here isn't one of human rights. It's of people who just plain out won't pay their bills.
