I don't think there is fundamentally anything wrong with it. It has a decent set of features. It seems to me the main reason it's cheap is the material (thin SPCC steel)
55C is not high load temp of course, but then again the GPU probably isn't being fully utilized at such a temperature. The XFX cooler is quite bad compared to the competition, it should reach around 75C at load vs <70 for others. I would probably get HIS IceQ 7950 $190 AR or Powercolor PCS+ 7950 $194 AR

Oh, I see. Is the HIS one voltage unlocked though?I dunno, the PCS+ cooler has been well received, I've heard it's among the quietest. And the HIS cooler is nice because it exhausts most of the air through the back yet it achieves similar temperature/noise levels compared to internally exhausting dual fan coolers
Some user reviews on newegg seem to indicate so. User koshera overclocked to 1075 core at stock voltage, and got to 1200 core at 1.23V. Some other users state they overclocked "without touching the voltages", implying that it is possible to touch the voltages.
But more importantly, the user reviews say that it overclocks very nicely, voltage adjustment or not. (Just set +20 power limit.) And lots of users applaud the card for being very quiet and running <70C.
Make sure that whichever case you get is long enough to support it. It's one of the longest 7950's at 11.61" / 295mm

Yes, but the only reason it's 1.65V is because it's rated for 2133MHz. You could run it at 1600MHz or even 1866MHz at 1.5V.
I would buy it unless you can save more with some combo deal. The one I posted earlier is now out of stock, but there's a chance another deal is available when you're buying. Check http://www.newegg.com/Special/Combo.aspx. Search with the Newegg codes of different motherboards, for example.
I believe it will run at 1333 1.5v or 1600 1.5v by default. In any case, it will be easy to adjust it to desired settings during the initial boot and bios check
So, what effect does AMD announcing new cards typically have on last-gen prices? Is it likely that prices will go down after the announcement? Go up? stay the same?
Prices usually stay the same and then the cards quickly go out of stock for anything midrange and above. The reason that prices have been low for the past month or so is that AMD and its partners are clearing out inventory.
