Yeah it's funny stores keep doing this knowing how stupid people are, and the damage and harm they cause. I guess at the end of they day they still profit more and that's all that matters.

Raise the price just before discounting the item just to make it appear that the sale is more significant. Another one of the mind games retailers like to use on the pliable brains of the unwashed masses.
This has been going on for years. When I worked at Game Stop this was very normal. We'd get a batch of yellow price stickers for our "sale", one or two were a good price but most were either the same price or MORE than they were the day before.
It's a mind game. They know what buttons to press to get you to open your wallet on command. It's a bit harder to pull off online with sites like camelcamelcamel, but I'd bet 1 of 10 shoppers actually do the legwork to check a price.
