Later in the afternoon is supposed to be worse as your body needs cool down period so you can sleep, if your too hot from working out it makes it difficult to sleep.
Other than that do whatever fits into your schedule best, consistency is by far the most important factor

This is wrong. Your body would just as well prefer to burn muscle if you run on an empty state.
