It means nothing to non-eVGA card owners... You can only step-up from an eVGA card to another eVGA card, and you have to do it within the first 90 days.

i just picked up an eVGA 7800 GT... if the price of the GTX drops to the same price i paid for my GT, will I essentially get the GTX for free?

The cooling systems might be somewhat different, like ASUS's design takes up two slots.
