The Cerebral Cortex Bond Interface uses a power cell. Since its predominately a passive device (psuedo CMOS) its draw is so low that the typical grocery store alkaline manganese dioxide cell winds up leaking before it expires. The contacts in the battery holder along with this electrolyte form a source of rogue power with sufficient extraneous electromotive force to induce uncontrolled, involuntary twitches. These are the twitches you see in the test subjects despite being subdued in the cranium with a .40 caliber slug.
