Yea umm actually it's very possible, it's called vsync.
As long as you're rendering a minimum frame rate greater than 60 fps, all frames should be drawn in less than 16.6ms, which with vsync turned on are delivered following exactly that time interval resulting in a steady flow of frames at even intervals.
Unless for some reason your game is rendering some extremely easy frames and some extremely hard frames within the same second, which is very unlikely since frame complexity changes very little within the same second.

Hopefully more will so there may be more awareness so nVidia and AMD may garner smoother frame-rates and tools for their customers.
Exactly, it is ironic that a paid Nvidia guy who doesn't have an AMD card is telling me I get stutters in my games. I have been playing to following games using the latest 12.11 beta 11 drivers.
I'm using a 7970 at 1150/1600 and have. FPS in all games is very good to excellent given the settings, and not one hint of stutter in any of them. I don't need to run a frame latency test to tell me it is smooth, I can see it.
- Far Cry 3 at 2560x1600 at ultra with 2x MSAA
- Hitman AB, 2560x1600 with everything on high apart from MSAA off and DOF off.
- Crysis 2, 2560x1600 everything on ultra.
- Withcer 2 at full settings apart from DOF and Ultra Sampling off.
- Rise of Flight with everything maxed out
If the new drivers have introduced stutters I'm not seeing it. I don't need some Nvidia focus group guy who has not had 1st hand experience with an AMD card in years (if ever), telling me my AMD card stutters. I don't see any "war", all I see is a few die hard Nvidia fans trying to stoke up some dirt on AMD cards based on one test from a web site that contradicts itself from review to review.

Surely you can't be serious. You are trying to tell me he is telling you the stuttering is happening? If you don't see it, great. Others do see it. To say he is forcing anything upon you because he is interested in further investigation is laughable at best.
