The 780 has changed. I didn't see this really talked about in any reviews that I read but there are numerous changes going on behind the scenes, at least with my card.
First off, I want to add that I have downloaded the lastest of GPU-Z, nv drivers and EVGA precision.
My card is showing an Asic score of 87.6%
Out of 3 different reference 780's I've had in my rig and 2 Titans this is the highest I've seen.
GPU-Z is saying GK110 Revision A1, Should it say B1?
and Precision is allowing for up to +75 mv

My voltage seems to bounce all around during game play. Anywhere from 1.1 to 1.2
Also even with a 106% power target and 95c setting I get throttling due to exceeding the power target, and this is on stock volts. I haven't even tried higher voltage on this card. In fact I've let to even touch the overclocking sliders.
Card boost up 10 1045 on it's own but will drop as low a 970something.
Maybe precision is having problems reporting correctly?
My fan is also noticeably louder than any of the other Titan based coolers I've had
*edit*
for those of you who care about silly things, the vanilla evga back plate bolts up just fine. Just swapped one off of my 780's
