The thing that really gets me is the sheer staggering number of critical updates that have been released for IE over the years. How many remote root exploits can a web browser possibly have?

That article is outdated. The new schedule has been 2nd tuesday of each month, and it's been in place for months, though I can't recall for how long. You'll notice that these security updates were released on July 13th, which was Tuesday. It's not because MS couldn't wait another day.
