I work in a decent part of town, really nice housing addition behind us. We are on a main thoroughfare. But several blocks north there are some folks who bought a bunch of older houses and turned them into section 8 housing.
More and more of these families are moving in and have little terrapins. After school they don't have anything to do so roam the streets and go back and forth between home and the stores to the south of us, so they traverse through parking lots, alley ways, etc.
Well in the past month and a half there have been 3 different incidents. First a girls car was broken into and her purse stolen. Another time about a month ago I was looking out the back window into the alley and a group of about 6 kids came walking through. Well they decide to kick in the gate to someone's backyard. Then this last Friday an employee had her back window knocked out.
When I witnessed the gate being kicked in I went over to the owner to notify him, who happens to be a cop. He goes out and runs them down, and calls other officers in. Well I identify the ones that kicked it in, ages 5 and 6. Absolutely nothing they can do other than tell the parents. 10 is the minimum age they can take someone to the JDC, or juvinille detention.
These kids are with their older brothers who are 10-13 and know the system. As long as they don't do anything, they can't go to JDC. So they get their little brothers to do it, who can't be touched. No way for them to lose.
It's not like we can sue the parents for damages, they are section 8 as it is. And since the kids are under 10, TX law says we can do absolutely nothing. I mean even if I caught one in the act I can't touch him. He could break out every window as I watch and just yell na na na if he wanted to and I'd be the one in serious sh!t if I touch him.
I've gotten to where I have cams up and can see when things happen, but even if I do see something, all I can do is run out and play boogey man and yell and jump up and down.
Anyone run into such a situation? I mean it seems completely unresolvable. Hooray welfare.
