5-6 year old kids keep breaking into cars / houses at work. Any way to stop?

I work in a decent part of town, really nice housing addition behind us. We are on a main thoroughfare. But several blocks north there are some folks who bought a bunch of older houses and turned them into section 8 housing.

More and more of these families are moving in and have little terrapins. After school they don't have anything to do so roam the streets and go back and forth between home and the stores to the south of us, so they traverse through parking lots, alley ways, etc.

Well in the past month and a half there have been 3 different incidents. First a girls car was broken into and her purse stolen. Another time about a month ago I was looking out the back window into the alley and a group of about 6 kids came walking through. Well they decide to kick in the gate to someone's backyard. Then this last Friday an employee had her back window knocked out.

When I witnessed the gate being kicked in I went over to the owner to notify him, who happens to be a cop. He goes out and runs them down, and calls other officers in. Well I identify the ones that kicked it in, ages 5 and 6. Absolutely nothing they can do other than tell the parents. 10 is the minimum age they can take someone to the JDC, or juvinille detention.

These kids are with their older brothers who are 10-13 and know the system. As long as they don't do anything, they can't go to JDC. So they get their little brothers to do it, who can't be touched. No way for them to lose.

It's not like we can sue the parents for damages, they are section 8 as it is. And since the kids are under 10, TX law says we can do absolutely nothing. I mean even if I caught one in the act I can't touch him. He could break out every window as I watch and just yell na na na if he wanted to and I'd be the one in serious sh!t if I touch him.

I've gotten to where I have cams up and can see when things happen, but even if I do see something, all I can do is run out and play boogey man and yell and jump up and down.

Anyone run into such a situation? I mean it seems completely unresolvable. Hooray welfare.

Attach kids to large piece of scrap metal. Take on 'community sponsored' boating trip. Throw metal overboard.

Booby-trapping is out, I suppose. Is physically restraining them out of question?

EDIT: Perhaps a letter to somebody high up?

dude that sucks. it doesn't sound like there is much you can do, except mabye try and come up with some ideas for survellence and talk to the cop by you about it, mabye he can work something out with the department for a scheduled patrol or something. even if they don't catch them doing something, it will at least be a presence...

if they had anything worth stealing they'd be home messing with it i'd assume

And yeah Howard physical restraint would = assault. They are 100% off limits as far as touching, easy lawsuit if I did. And whatchoo mean about sending a letter higher up?

Seems like the best I could hope for is they get run over at night when someone can't see them :(

Ask the cop for some pepper filled paintballs, you think of the rest.

But it's sounds like you really can't do much. The parents probably don't care and the kids know it. You could install some motion lights to try and keep the kids from sneaking around at night but thats pretty much it.

or just get a cheap paintbull gun and light the kids up. just make sure you aim for their feet, if u hit them in the eye you'd be screwed.. with documented video, you can't get in trouble for blasting their feet with paintballs :)

None of our area is gated. Just open parking lots and alleys. The gate they kicked in was a gate from the alley to the backyard of the cop. So no way would a dog do any good, he'd just run off :(

Are you sure you can't somehow deal with the parents legally? That's very surprising to me.

It's the projects. Most kids don't have parents or have single parent who are never home.

I'd seriously consider moving. My sister and bro-in-law moving from because the "blight" was slowly creeping into their area. Continual attempts to get the authorities to do anything failed. So they voted with their feet.
