In MD(and I imagine every other state), and vehicle has to meet a certain horsepower requirement(50?) to ride on the interstate system. I'm guessing it's a federal law since it's a national system.

Amd while we are at it, some new roads have nice wide bike lanes. Why do these wankers feel the need to ride on the very right edge of the bike lane, so you have to edge around them.

Going 20mph in the MIDDLE of the road when others are doing 40+, regardless of what fine print might be in the law saying that it might be okay to do so, is NOT safe by any means at all.

It's much safer than riding on the side of the road because idiots will drive by you with mere inches of space. I always ride in the middle of the road if it is too dangerous to ride on the side (no shoulder) but I will stay as far right as possible when it is safe to do so. The problem is most people don't realize it is possible for them to slow down until it is safe to pass. The 5 seconds they lost are apparently so important that it angers them enough to put people's lives in danger. As a biker and a driver, I get just as annoyed as everyone else when bikers don't follow the rules, but I am also aware that even though they might be in the wrong it is not worth the few seconds of my life I might waste being careful to put theirs in danger.

I would be willing to bet that the (B) criteria is not actually subjective but based on a mix of subjective and the objective reasonable person standard. Rarely will the law allow a purely subjective law as it creates enforcement issues.

On the contrary - in Ohio (op's profile):

§ 4511.711. Driving upon sidewalk area.
No person shall drive any vehicle, other than a bicycle, upon a sidewalk or sidewalk area except upon a permanent or duly authorized temporary driveway.

Nothing in this section shall be construed as prohibiting local authorities from regulating the operation of bicycles within their respective jurisdictions, except that no local authority may require that bicycles be operated on sidewalks.

That not withstanding, the bike does have as much right to be on the road, especially a large multi-lane road as the OP describes which should have provided the OP ample room to pass the bicycle if everything was kosher.

(A) Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable obeying all traffic rules applicable to vehicles and exercising due care when passing a standing vehicle or one proceeding in the same direction.
