Tell this friend to touch a 60 watt lightbulb sometime. Granted, it'll have to be on a little bit, but that's like an inch away from the actual filament. Ask him if he'd like to touch that same white-hot filament after only a few seconds. That's only 60 watts too.
Or heck, another example - a mere 30 watt soldering iron. It still gets pretty damn hot, and it's a lot bigger than a tiny CPU core. This friend apparently doesn't know much about heat buildup - the full power flows right through the core at POST. If there's nothing there to suck that heat away immediately, you'll be treated to that oh-so-wonderful smell of burning electronics.

Your question isn't specific enough so I selected "Yes I would" based on the following possabilities.
1) Not all CPUs requires a HSF. Some only need a HS, some don't need anything.
2) You can use a Liquid Nitro, Water, and other coolants.
3) Mistakes happen.....life goes on. My brother ran my old 366@550 for a few days w/o the fan on the HSF plugged in and it was fine.

1) we are assuming you arent using a p2 400. i know i didnt say that, but it is pretty much implied because this isnt 1995.
2) um it is all pretty much the same. basically, it is a device to cool your CPU. the question is whether or not you would turn it on without cooling. if you want to talk specifics, thats fine because you already proved you are trying to nit-pick and be annoying.
3) you are right...mistakes happen, but these kinds of mistakes are avoidable with a little bit of common sense.
