Have you applied SP2? If yes or no, apply it. If that doesn't solve it, look for the latest hot fixes for 2000. There are a bunch and sp3 is right around the corner. Also if you're not on IE 6 yet, try installing that and all the latest patches for that too.

A single faulty NIC can bring down a network pretty quick if it starts broadcasting a bunch of large packets to everything causing the network to overload.
