If you suspect your next room guy can access your Internet, the first thing you should do is to ask your ISP whether the router/modem they provided has an option to check how many users connected to the Internet.
Most of the current Modem/router has the feature to detect extra user connections.
I don't think there is any issues with your network diagram. You do not actually need to convert second router as Access Point (converting to Access Point reduces headaches) but you can perform a router cascading.

I too agree with Insert_Nickname about the USB cable you are using. If you are using USB2.0 cable it detect the USB3 device connected to your computer as a USB2 device only.
My first choices for laptop are Dell and Toshiba. You may check Toshiba Satellite series and also ask your local friends having laptops about their experience before jump in to any conclusion.

Devices A and B having private IP addresses can communicate over Internet only if both devices are connected to ISP (any). When a modem( point where ISP and your device) connected, it will get public IP address. So without having public address, you cannot communicate over Internet.
Netgear has The Attached Devices table under Maintenance tab. You can go to maintenance tab directly from the main menu.

I assume you are getting 80/13mbps when you are connected to the ISP's modem and when your computers connected with your TP-Link router speed reduces. So I believe the firmware you flashed is the culprit.

If it is due to interference you can check it by changing the wireless frequency to 5GHz or change it to dual mode. Also check if it is due to internet issues by connecting a computer directly to the modem.
Update the router firmware, may be it will fix issues with router.
Instead of resetting every time why don't you just power off and power back (power cycle) the router ? Also you must check if the router has latest version of firmware. Perhaps this guides can help you...
Glad to see someone is getting higher than the original speed offered by ISP. For me I am always getting lower speed than actually what my ISP offered. Also try to check the Internet speed using different speed checkers before coming to any conclusions.
