Once ISP provided TV adaptors and modem, when contract was signed.
After few years, parents requested ISP to move internet to diffrend room.

But I suspect that this is still possible to access internet in old room somehow ( even if router is unplugged ), due leftovers or job wasnt completed.

But how older room inhabitant can access internet, even with own router, if doesnt have physical access to black roof wire.

Option 1 - Get privately a Technician that understand Wiring and ask to trace and interconnect unneeded cables.

Option 2 - Ask the ISP to do it.

What made you suspect the old room still have the Internet access?

Internet chokes, multiplayer impossible. Its no longer entertainment ( usually when inhabitant is in that room ).

Strange behaviour of inhabitant, in that room. It seems like he is hiding something, and always attempts to connect something, when he is " un-noticed".

If I power-off my computer, inhabitant gets mad and moist. ( nothing to do with PC firewall )
If i plug-unplug POE wire, he re-connect something. ( it is not the router problem. Even if router is not connected at all for several weeks. As inhabitant do not attempts to contact my router )
Even if inhabitant have his own internet.
I also have found something strange on his router ( picture below ).

If you suspect your next room guy can access your Internet, the first thing you should do is to ask your ISP whether the router/modem they provided has an option to check how many users connected to the Internet.

Most of the current Modem/router has the feature to detect extra user connections.

When you say "his" router, are you accessing someone else's internet connection / router? In this country, that's illegal. Do YOU pay for the internet service, or does HE?

Are these your parents? Why are you spying on them? If you want better internet, get your own connection.
