1 - amd's laptop sales/pr/planning team sucks
2 - amd's laptop sales/pr/planning team does good job but the game is rigged, OEMs continue gutting AMD laptop designs for no clear reason
3 - all of the above

RK3588 is perfectly acceptable for a barebones non-gaming desktop PC, assuming you can run the software you want on it (which given that it's ARM, is not a given).RK3588 became popular for RPi-like SBMs and IoT gadgets, mainly due to price. People don't really look at the RK3588 and think "what a nice miniPC I have here for my daily compute needs".
