mine averages 25.5 but something must be wrong with the methodology. I cache a lot.
It is clear that throttling goes on because it will download really fast for the first 5 seconds or so, then crawl until the video catches up and then stalls and caches for the rest of the video.

Does not work for me I'm still on XP and says it can't find what ever it is looking for.
It's for windows 7 firewall; in XP the firewall isn't that granular.
Depends on the router/OS but, so maybe. Others tried in based on the original thread here and I believed it worked. It's just an IP block on inbound traffic.Anyway to do that in the router?

Worked for me. 25/5 FiOS and I could never watch a video without constant buffering before.
I'm on a much smaller ISP and it has been unusable for me.
Your average video speed at this location from Apr 9, 2013 to May 7, 2013 was 3.33 Mbps.
