So I'm on a business trip and the hotel I'm staying at gives me a bunch of vouchers for breakfast. I figure it's your typical buffet breakfast and go down in the morning with just my voucher and room key. Low and behold, it's a sit down and get served deal. So when I get the bill at the end, the tip line is staring at me and all I have is a voucher. No cash or card on me. I didn't feel too bad about not tipping this time because the service sucked, but I don't know that I want to keep going back and not tipping. But does the voucher cover the tip? Can someone be expected to tip when they were given a voucher to use to pay? I don't really carry cash anyway and it seems silly to put just the tip on a card. It also adds a lot of hassle for me to tip with my money and then get reimbursed by my company. So what would the ATOT do?

But does the voucher cover the tip?
I have never heard of such a thing. So, no, I would say a voucher does not cover the tip.

Can someone be expected to tip when they were given a voucher to use to pay?
If someone is providing you a service, and you are happy with it, you would tip them.

So what would the ATOT do?
$2 tip, even if the service 'sucked'.

Also, if I didn't carry cash, I would leave a tip at the very end ($2 per day or something).

you ain't got to tip. i worked my whole life harder than anyone else and never got a tip.
can't wait til tipping goes the way of the dinosaurs

I would just get cash as well, otherwise ask the service\concierge if can charge tip to room or CC.

Look the waiter in the eye and do this:

Charge it to the room.

this.

Plus, you're over thinking this. Charge it to your room, or charge it to your card and just suck it up and deal with getting it reimbursed with your company. Or just suck it up and eat the $2 tip. Hell, you probably just got a $10+ breakfast for free.

Room service usually includes gratuity and the tip line is there for any extra gratuity you wish to add. Perhaps the restaurant was the same?

Nobody apparently but me has been tipping the food delivery drivers, so several of the local places now charge $3 for delivery, which is making me think about not paying twice.

All this is correct.

But on a business trip, carry cash. For a couple bucks for each breakfast buffet, and housekeeping, and bridge tolls if required. You should be able to get it all back on your expense reports. Hell, tip generously while on travel. Make the workers' day. You get reimbursed in a couple weeks for what was out of pocket, and everyone's happier.
