At least in my department, we're suppose to hire from within, but usually we like to hire "experienced" contractors who are already here instead of green associates from 2nd level desktop support.
My manager would post the job on the intranet for 1 week and reject all applicants before hiring the contractor that we have already in the room.
I thought about that as well, but if that was the case I'm stumped as to why he would say I lack the experience. The job posting was almost like a duplicate of the skills on my resume.
