I thought about that as well, but if that was the case I'm stumped as to why he would say I lack the experience. The job posting was almost like a duplicate of the skills on my resume.

A lot of time, the job description is just a generic one, what you see may not be what you do.

That happen to my manger the first time, He was forced to interview a few guys from within and then had to go to the guy under CIO just to get approval to hire someonee outside. This time he ended up writing up a very specific job description hoping to get less resumes.

In your case, it is possible that the manager missed your resume the first time... quite possible if he gets tons of applications.
