I believe that some ISP's cache popular sites to decrease their bandwidth usage. For example, Google's main portal hardly ever changes. If you were an ISP trying to cut down on costs, it would make sense to just cache their main page, and everytime a subscriber (you) tried to access Google, you'd just get the ISP's cached page.
