If you just want to blast stuff, get a Pump Shotgun ~$300 max. invest in some good ear muffs and shooting glasses. $100 will go a long way in 100rnd packs of bird shot at walmart.

Go with the 10/22 for pure plinking satisfaction.
Yeah if going for a rifle the Ruger 10/22 is looking like a good choice.
I find .22lr to be very un satisfying to shoot.
Get a lever gun, they're fun to shoot.
