Eh, that video is completely sensationalizing the incident.
1. She was not "being beaten" as the text says. She was resisting and not complying to get on her stomach, AND she slipped out of the cuffs. It's hard to see from the video exactly what the officers were doing while they were tussling.
2. It completely doesn't add text about there being 2 different plates on the car, which in some states warrants a felony stop.
3. It tries to say that her dad was arrested with the dictionary definition text, but there is a CLEAR difference between being arrested and detained, and the officer even says he's not being arrested only detained.

When it comes to Biden, it's helpful to walk into it keeping in mind that he is a stutterer and that any time he's not 100% comfortable there is risk of verbal wackiness. It even comes across in his transcripts.
