You're dad isn't very smart, is he? That didn't just fall off, he was doing something shady and doesn't want to own up to it.
And maybe the dealer would be able to see that......which is why they have to pay.....it's all coming together now!

It didn't just fall off.

I'd take it to the dealer for repairs. Taking it elsewhere will result in the car's overall zip tie count being elevated.

I can only imagine the responses if that had been a $15-20K Chevy, or Pontiac...or God forbid, a Ford.

Bumper falls off of $40k BMW = Oh, take it to a body shop, the dealer will screw you, etc.
BUmper falls off of $20k Chevy = OMG PURE AMERICAN GM CRAP, THAT'S WHAT U GET FOR BUYING GM OLOLOL

The difference is, something knocked the bumper off that car. The bumper might just fall off an American car, but I doubt it.

You sure? I don't see any damaged paint, scrapes, or dings in the pics that would make me think something knocked it off. Plus, OP said that they just noticed it after arriving at home - not in a parking lot, etc.

Show me some evidence that it was knocked off...

That's a bumper, NOT a fender, and actually, it's just the covering. I'm guessing a curb snagged it when he backed out of a parking spot.

Any body shop will be familiar with the clips and what-not that attach it. Get some quotes...

heh, I'm surprised no one has said this yet, but most dealerships don't do bodywork, which is what this repair is.

But how should you be expected to pay for it if it's being leased and truly was a defect?

If you take it to a dealership and you really don't think it was caused by an impact or other "non-regular customer use", then it is a quality issue and a warranty defect. It happens, that's what warranties are for. And I bet if you make the right argument to the dealership or BMW corporate, they will fix that bumper for free.

If it really is only clips that are the problem, the dealership will usually eat the cost or pass the cost to corporate as a "writeoff" or customer satisfaction issue.

But on the subject of dealer VS private bodyshops... there are dealerships with body shops and some that outsource to private shops. Quality of work does come at a price usually. Generally if the bodyshop has a lot of business and they have clean and modern facilities with certified professionals working, it's a safe bet usually. There are usually a few samples of their work outside (cars waiting for pickup) if they have good business and if those cars look good to you, then your car will look good.

something is fishy.

something must have cought the left-side of the bumper as your dad backed it up...

See if there are broken parts...like joints and connectors...if not you should try and push it back...

If a new one is needed, the IRS is paying part of the bill. Depending on your tax rate.
