I didn't ask because I've had mine since launch but I saw multiple boxes so I just assumed they were actual systems. Who's stupid idea was it to put just boxes out in the stock shelves? If I worked in the electronics dept., I would seriously consider hurting someone for causing all the extra hassle (imagine 50+ customers a day wanting "that xbox 360" and then having to explain that those aren't 360's, just boxes).
