The Jai Alai shirt kind of gives it away.
 
Black? Yes.
African? Not determined by appearance.

(but, if you ran genetic testing, odds are, yes, somewhere in the ancestry)
 
Someone on another forum was saying most Americans if they saw these people would assume they were african american. Wanted to see how true that was.
 
I hate to get into this topic, but if I saw them on the street, I'd assume, yes, African American; seeing the photos, I think 'black, but not clearly African'.

Given where we think the genesis of life began, wouldn't it be correct to say everyone is African in ancestry?
 
Black is a color, not an ancestry and yes these guys are "black" in the sense of darker skin than caucasians. This isn't even up for the debate.

Is now the part where you try your gotcha?
 
those people are black. black is a skin color and they are black. just like a lot of dominicans are black.

no clue where they come from though based on the pictures.

Not sure what difference it makes. They're clearly black. If I saw them, I'd puzzle over what kind of black they are, but I do that with everyone, of every color. Unfortunately, it's not polite to ask strangers what they are, so I have to piece it together from known published samples.
