First off, $400 a day is probably a max based on a figure that happened ONCE- according to some panhandler, somewhere. Even the 'pros' - a pretty but scruffy-looking girl and a couple of kids in tow, just "needing a few dollars for food" don't even get that many people to stop and hand them money. The best of the best of those I could see maybe making a couple hundred on a good day. But the average scruffy male with no obvious dependents and sympathy appeal? Nah. That person is not making much money. (And no, most people don't count "I'm a homeless veteran!" in the same sympathy appeal as a pretty girl with some kids.)
IF someone is actually able to make $400 a day (or whatever figure) panhandling, more power to them. That'd actually be pretty hard work just being out exposed and uncomfortable all day- plus being hassled, arrested and chased from place to place by police (like they do here in ultra-lib California, home of "the compassionate" that is, until the needy show themselves on anyone's doorstep, then it's "HELP! POLICE! sweep 'em somewhere I don't have to see them!") etc.
Not worth it for anyone sane and able-bodied. Much easier ways to make money for most people.
