Would you hire an ex-con?

I would hire an ex bank robber as a bank guard, they would probably have some pointers to improve security.

That said, it might be a bit harder trust an ex con, however, in reality, its nearly impossible to trust anybody these days, so probably doesn't make a difference if they were a con or not.

within reason... I'm not sure I'd want a violent offender or rapist working with children, or an ex-junkie working at a pharmacy.

I'd decide if I'd hire them on a case by case basis.

In the OP's example of a man who held a steady job for 10 years and committed his last crime 15 years ago, I'd be fine with hiring him.

But if it was a fresh out of prison ex-con with a felon I think I'd pass until the had a proven track record.

Need a "depends on circumstances" option.
