The point of this isn't that she was talking or saying anything, but that she resisted arrest. The cop could have been asking her for the time, but if she ignored him and then pulled away twice, she could still be in trouble. The law requirse you to acknowledge police officers.

Cursing in public has long been illegal in most places.

It's rarely enforced (obviously), but it exists for situations like this.

It has been challenged recently, such as this.

In all reality it's very unlikely that the charge would be upheld if you pushed it.

I'm pretty sure that is not the case. It's a gray area, they have to have a reason to be approaching you. Asking for the time wouldn't qualify.

I could be wrong, but I'm pretty sure in general you are not required to acknowledge them. I certainly wouldn't push the issue though, it's not worth the hassle.

Nah, it's just much easier to support the people we pay to protect us. We pay their salary, they put their life on the line for us (well, maybe not transit police... 😉 ), it's common courtesy to respect them. Short of being a dick there's no justifiable reason to completely blow them off - Legal or not.

lets look at the worst case scenario here if the officer did not take notice of this women.

She would have continued her argument on the cell for about lets say 20 min max. once in a confined area like a bus or train it is highly likely she would have recongnized the need to stop shouting. Her converssation would have annoyed a few ppl on there commute but then again those who dont shower can be accused of the same annoyance. She gets to work still on her cell phone...and begins shouting again. She gets off the fone as she enters her building. Those on the train or bus soon forget the disturbance and never think about her again. She isnt arrested or detained or harassed. She continues on her day as a productive member of society.(assuming she has a job) She doesnt have lawers fees to pay, she does lose a day of work for being in jail, the court dates/meetings with lawyer. Her employer does not lose productivity from her. She doesnt tie up the court with a pointless case. So worst case scenerio had the cop let her go...is she would have more money to spend and the courts would have one less meaningless case to deal with.

Yeah this arrest was deffinitely key!

Why do you keep defending this woman? It seems black and white to me. And what's to say she's going to stop talking once she gets on the bus? I've seen plenty of people talk (and even shout) aboard public transportation. Your arguments are baseless and weak.
