This could be a good alternative to pure homeschooling though. If the parents had the resources of the high school combined with them teaching/helping their child through it the idea might not be so bad.
It is still bad. Homeschooling is a joke. Ask anyone in the teaching profession of the work it takes to undo the harm most parents do to their children when homeschooling them.
Homeschooling CAN be a joke, but I would venture a guess that the majority of homeschooled children will perform above the average public school student (and likely well above).
My sister & I both had college degrees while still teenagers (AS at 15 for me, BS double major for my sister @ 19).
Home schoolers are actually subject to MORE stringent testing than public schools, in Oregon for example home schooled students are required to take standard state assessment tests every year (as opposed to every 2 or 3 in the public school system). In Oregon home schooled students consistently perform well above the state average.
My grandparents balked when my parents first pulled me from public schools, after the first year of testing they came around completely.

Bottom line is home schooled students score much higher with much lower "in class" time.
The only potentially valid argument for home vs public schooling is the "social development." This is what everyone falls back on when they can't argue it based on academics. No home schooling regimen is complete without proper social interaction. My brother & sister attended music & PE classes at what would have been their local elementary school. Oregon law allows home schooled students full access to such things, including field trips, music/gym, competitions, etc.
