If that's the case, it may be time for a fresh install in Windows. Make sure it gets all updates from the getgo.

But in reality, you need a new OS, or a system that is going to run 7 or higher, as Vista no longer receives security updates.

The IPsec Policy Agent service depends the following service: BFE. This service might not be installed.

If the Base Filtering Engine is either missing or not working, that's pretty screwed up. If you know how to check the service entries in the registry and sanity-check them, that's what I'd be doing in your shoes. If not, backing up your personal data and a clean install sounds like a good idea.

Yeah, sounds like either, 1) Nasty Malware, that shuts down Firewalls, and the like, or 2) Old HDD growing bad sectors, and blowing away random .exes and .dlls that the OS needs to function, or possibly blowing holes in the Registry files.

Neither is good, and you just might be due for an upgrade.

I'll agree with Larry on this. Since its still running Vista, this is likely an old PC, nearing 10+ years now? Still with an old HDD? My first thought was the harddrive going bad. Hardware problems will present themselves in multiple ways. I was overclocking a PC and it ran fine for 4 years, then I started experiencing crashes on network drivers and graphics drivers. Returned the clock speed to normal and the crashes went away. With hardware problems, no matter what drivers you try, or config changes you make, you wont fix the problem.
Best suggestion to resolve this problem, buy a new HDD, preferably SSD, install at least Windows 7, but Win10 is probably the better bet, and enjoy. A good SSD will breath significant new life in an old PC. Plus Windows Vista is such a slow OS on any hardware so upgrading will itself bring new speed.

Assuming that it's just the HDD going bad, then upgrading to SSD and at least Win7 64-bit, will probably make an almost night-and-day difference.

Its very strange this is related to network activity. If I enable the network card and put in a random ip address so the pc does not have internet access, it wont crash. I wonder if this malware. Are there any good scanners that will run with out sp1?

Granted I know this is dying PC but I dont think this is hardware related. The HDD is pretty new maybe a few years old. If it was the Hdd I suspect it would be crashing during hdd intense apps like scan disk, disk defrag, installing programs etc.I can run depending apps all day long as long as the network card is not enabled.

It can not be related to the hdd, I can run any app all day long with no issues as long as the pc does not have internet access.
