Yeah, sounds like either, 1) Nasty Malware, that shuts down Firewalls, and the like, or 2) Old HDD growing bad sectors, and blowing away random .exes and .dlls that the OS needs to function, or possibly blowing holes in the Registry files.If the Base Filtering Engine is either missing or not working, that's pretty screwed up. If you know how to check the service entries in the registry and sanity-check them, that's what I'd be doing in your shoes. If not, backing up your personal data and a clean install sounds like a good idea.

Neither is good, and you just might be due for an upgrade.
Assuming that it's just the HDD going bad, then upgrading to SSD and at least Win7 64-bit, will probably make an almost night-and-day difference.Best suggestion to resolve this problem, buy a new HDD, preferably SSD, install at least Windows 7, but Win10 is probably the better bet, and enjoy. A good SSD will breath significant new life in an old PC. Plus Windows Vista is such a slow OS on any hardware so upgrading will itself bring new speed.
