no it's worldwide. I just did a clean install of Windows 8.1 Core, did al lthe updates, then it found an 880 MB or so update that is the spring update
try again after deleting all files located in then reboot:
C:\Windows\SoftwareDistribution\Download

That was the first thing I noticed. Nice one MS. Next they will be resetting your homepage on all your browsers. MS has really lost their eye on the ball. Just keep pissing on their customers.
Deleting files in the download cache should have no effect.
Go to the start menu. In the upper right you should see:

The power button was added there. If you scan manually you should get the update offered assuming all required pre-requisites are installed.
....they add modern apps to the task bar and you're mad? Why? It's functionality missing before this update for modern apps.
