I'm still unsure here...
Does anyone know if this version is a full version and will work on a completely new pc build that currently has no OS?
The purchase link mentions "upgrade" in the description, however, at the same time links to details on "installing a custom version of windows."
I'm just wondering if this will work on a new build that has no OS yet...or do I need just suck it up and go buy Vista?

That's wrong - you can't upgrade to W7 from XP. That's been said. You need a Vista install to upgrade from, and it's highly advised it'd be a clean one simply for brevity's sake. If you plan on going from the RTM version to legit, you're forced to upgrade to Ultimate, since that's what the beta and RTM releases are.
Unfortunately you can't just use a disk check anymore.

You can upgrade to Windows 7 from an XP license, no?

From the article: "I use the word "migrate" deliberately instead of "update" or "upgrade" because this will be a migration. If you are among the small minority using Vista, you can upgrade to 7 without any fuss or muss, so long as the move is between equivalent versions like Vista Home Premium and Windows 7 Home Premium -- or if you're jumping up, for example, to Windows 7 Ultimate.
I only wish that were the case for XP. The only way you can get from XP to Windows 7 is to do a clean install. Period. End of statement."
And "clean install" unfortunately in this case means "over Vista."

I see - but you can run a clean install with the Windows 7 Upgrade using your XP license as the prior version, right? If not, I'm SOL...along with a lot of other people.

I am almost positive you can upgrade from XP to W7. The only shortcoming is that it will be a clean install and none of your previous data will be saved.
While we're on the topic I'd like to know if you can use a W7 upgrade on the W7 beta's and RC's. Or does this require a full version?
