It is probably Microsoft trying to update your video drivers.
Hardware issues are hard to fix unless you go back to a basic build with no video card installed.
It can be CPU, VIDEO CARD, HARD DRIVE, SSD, RAM, Motherboard, Power Supply, Cables, Brown Outs, networking, etc. Overclocking may also cause it.
Maybe go to Microsoft and run a compatibility test.
Of course it could also be a glitch in the OS.
