The Winamp makers are weird lol. I went to the winamp site one time and they had a quote across the top of the site:

it supposedly has the skinning and plug in features and support of 3 and the ease of use and lack of bloat from 2 hence 5

i have it installed it looks liek 2.9 there are some more options in there but its mor or less teh same. i wounder if it can use WA3 skins?
