She should be a shoe-in then, for any sort of product/technical support position for any of the major corporations. Considering that the usual hidden motive is to try to get people to stop calling tech-support and "just go away", then her (apparent) lack of communications skills would be a major asset, and not a liability.

Usually does. A cover letter/resume is NOT the time nor the place to be humble! Take it from someone who sees hundreds every day.
Most companies don't even look at cover letters anymore. Especially if they're large companies that route everything through an HR department.

Do you even know what a "hiring manager" is? Hint: Unless the position is an HR position, the hiring manager isn't in the HR department. The "hiring manager" is the manager to whom the open position reports. If the open position is for an accountant, the hiring manager may be the Director of Accounting, or at least some manager in the Accounting department.
