I drink. Never drink and drive. Most I have ever driven with was 1 drink. Anything more and I feel uncomfortable.

Here's what will work better:
1 DUI = License suspended for 1 year, 1 month prison or community service, $10,000 fine.
2nd DUI = Permanently revoked license with no chance to have it restored, you can never drive again. 1 year in jail. $25,000 fine.
3rd DUI = Executed
Any DUI where you cause the death of someone else = executed
People will think much harder about doing stupid shit when the punishment is more appropriate for the crime.
Punitive legislation has never prevented anything because its reactive. try again.
In your example 3 cars filled with families could have been mangled in accidents before the DUI guy is executed. Great system.

The laws were never intended to stop someone drinking responsibly and then driving. They are becoming that way out of fear, intolerance, and the insane revenue it generates. Millions are arrested for this and only several thousand affected.

Sounds like a made up statistic, can you please quote where you found these statistics? Also, when you say drinking, do you mean over the legal BAC level? Because one beer doesn't mean over the BAC but it still technically counts as 'drinking'.
Stupid idea is still a stupid idea.
Generally when I have friends over drinking they spend the night. Anyone who doesn't intend to stay the night is either taken home by a designated driver, or takes a cab. Like I said it's easy to plan ahead. There's no excuse for drinking and driving.
If someone wants to drive, they're going to drive. It's an easy system to cheat so it's kind of pointless to make them mandatory.
