Wouldn't that be a reasonable step to take in light of our current deficit and the unemployment rate? If all your government workers that get a raise every year based on their number of years in service were frozen at their current level? It's not like it would be substantially harming them; if they can live on what they're making now, raises are just "gravy."
When and if the deficit is repaired we can bring them up to where they would have been, though I don't think paying back pay would be prudent.
