Why don't people wash their hand after using the restroom

A new Lt. ends up next to a Chief (CMSGT) at the urinals. They both finish their business and the Lt. stops to wash his hands but the chief just walks out the door. I was gonna tell the same joke. But mine involved a Navy puke and a Marine.

(The Marine of course was the one that DIDN'T wash he hands...)
