This should be the norm in my opinion. I've seen many ISPs offer antivirus, but I wasn't aware that firewall solutions were being offered now as well.
RoadRunner offers antivirus and firewall (eTrust) free with their software package.
Verizon uses Westell Dual Connect router/modem/bridges/whatever for PPoE clients which is configured for NAT (static ip requires switching it to bridge mode).
There's a good chunk of your broadband users around here.
