Run all your virus spyware etc. Clean up your startup. Reinstall your drivers. Try Hijackthis
Your power supply is enough if it's good.

Thanks guys, temps are more than ok..... right now 31C for the case and 43C CPU w/ the cpu fan off so its definately not heat....

Ran memtest for 8 hours straight last night, 66 passes, not a single error

In the bios last night my voltages were;

VCore: 1.536V
3.3V: 3.232V
5V: 4.892V - 4.919V (fluctuating between)
12V: 11.456V

Well i cleaned house some, removed norton systemworks (leaving just internet security/antivirus behind).....

Still noticing the studdering, although possibly not as much, its hard to tell because its so random :)

Nope, still pausing alot when i surf the web..... Notice it alot when pages are loading, for instance when i was just browsing amazon.... 1-2 second freeze while each page was loading as i was browsing....

Get rid of norton internet security. That's a bloated POS that will make a 4GHz system crawl.

A TruePower 430 can handle far more than you can stick in a typical tower case. Heck, a 330 could. I'm not saying it isn't a power issue, but it is not anything remotely about using too much power.

Also, if it stutters but keeps on going...that's not generally power.

Remove everything Norton and see what happens. Take everything that sarts up when you log on off (save sound and video driver apps) and see what happens. Don't get new apps or anything for a few days, and don't sit straight on the internet (you do have a firewall in another PC or in your router, right?).

Well i have an Antec True 430 Watt power supply just like the poster, i am running:

P4 3GHz oced 3.3GHz. (Northwood)
1 GB PC3500 LL Corsair memory
9700 Pro AIW (Oced as well)
4 Hard drives (sometimes i run 5 HD's when backing up data)
2 Optical drives
Sound Blaster Audigy 2 Platinum
4 case fans
Modem, extra NIC

Have had this setup for a year and a half never had a power problem. His problem is probably not Power related sounds like a software issue. Spybot and Adaware somtetimes don't catch every thing, try a different one, also try a new virus checker. Uninstall any recent programs, you installed.

Also if that doesn't work, run memtest 86+, run a HD diagnostic, borrow a friends Video card, etc..
Since you where seeing artifacts in 3dmark, try VC first.

12v really should be around 12v :) Most people's systems run at around 11.6-12.5v. It may be a power problem if that reading is real.

edit: Motherboard software voltage readings are frequently wrong, so if you've got a multimeter handy, set it to detect voltage, and plug it into one of your molex connectors. (connect the black one to a black wire and the red one to a yellow wire) If you're really getting 10.8volts, you may want to try removing some acessories or try a different power supply.

Well, if you're still having problems even with all of the extra software removed, check into this. Since you have a good PSU, you should be able to get warranty service on it if it's going bad.

11.45 isn't really too low, but it may actually get lower once widows loads up and the computer starts doing stuff. Try the multimeter test if you've got one. (if your problem still isn't resolved by removing software)

Just a recommendation, of course. It may be completely unrelated to your PSU :)

insisting this is a power issue(not enough wattage) shows what you really know.

but hey it gives you a ballpark, i added a bunch of little stuff, fans etc, and...your not even over 300watts, your 430 is plenty o plenty. However that 12v does seem low, you may want to go ahead and talk to antec(3 year warranty? or 2?) and get the replacement arranged, if it fixes it, then great, if not, you got a new PSU, and are out $5 to ship your old one back to them.

Yes I am serious. Thats probably close to 300-350 watts. QUality not quantity to an extent. I would say close if he was on a 6800 or better.

...but what does a $10 multimeter show? The mobo's sesnors are good for seeing spikes and drops (IE, if it normally reads 12.1v, and quickly goes to 11.3v then back up, you can bet you just had a rapid ~1v drop), but often are not accurate at all for the true voltage.

Just found em on their website, $20 for a digital, not bad....

BTW, its doing it like CRAZY right now... every webpage i go to, mouse and computer freeze for a good 1-2 seconds.

If you have another hard drive lying around, try a fresh install on a temp. HDD... that will eliminate software problems.

I actually have a brand new seagate 160 sitting in my closet that i was going to use for my xbox.

At this point: backup, format &amp; reinstall everything, get updates, and see if it goes away. It sounds more and more like a plain old software issue.

beginning to sound like video prob, tho voltage is too low
in ATI control panel theres a tab that shows AGP 2X 4X 8X and off - see if your boxes are greyed out
the best way to check is to see if you can surf with an el cheapo PCI VGA card, or an old Geforce - one monitor
