And gum is banned is it not? Which to me is a bit o'erboard. I can understand chewing being offensive in certain situations but less so than smoking. I would rather the improper disposal of gum to be punishable as with any littering (including cigarette butts and spitting).
The problem partly derives from a disconnect betwixt interpersonal and public manners and even general respect. In the absence of anyone who knows them, some volk's behavior will lapse from adherence to the Golden Rule. Of course, if it is generally acceptable as spitting is in certain sub-cultures and is apparently in China then getting over the tipping point where the vast majority dissaprove requires more than social pressure; hence, the enforcable laws.
Personally, I reckon it is literally a dirty habit. I know the smog and occasional dust storms can be bad in parts of China but prolly once you start doing it it really does become a habit. Even so, there is no acceptable reason not to use a tissue or whatever if absolutely necessary and then dispose of that properly.
