Possibly but doubtful. The profit from post mix systems is a 60-70% margin which is quite nice.
The average customer can tell when they get a watered down soda and will usually say something about it. So it in most cases its not worth trying to skim a few pennies extra out of a bag if syrup "at least not in a restaurant but most likely in the stadium where the lines are long and Joe Schmoe is not going to wait in line again to complain.

It's the psychology of the perceptual contrast principle; your mind circumvents the normal reasoning associated with quality discernment in favor of the "expensive == good" idea relative to the "normal" drink.
The principle is very real, but I can't say if it's necessarily psychosomatic or not.
